President. The President shall be the principal executive officer of the Association. The President shall preside at all Executive Board and General Membership meetings; shall serve as spokesperson, either directly or through a designated representative for the Association in all employer-employee relations with the City; shall perform such other duties as are prescribed by these By-Laws, as well as such further duties as may be directed by the Executive Board of the Association which are not inconsistent with these By-Laws.

Upon completion of the term of office for the President, the out-going President shall serve as a member of the Executive Board in the position of Past President and shall convene the Nomination Committee (s) to present a preliminary slate of nominees for each election to the Executive Board, prior to the February General meeting. The President shall be authorized to conduct email or telephone surveys of the Executive Board and Officers in order to address unforeseen situations or developments which may need an Executive Board decision at a time other than at a regular Board meeting and which may not allow time to call a meeting of the Executive Board members.

Executive Board meetings. The Executive Board shall meet monthly, with a minimum of eight (8) meetings each year, at a time and place to be determined by the Executive Board, and shall be subject to the call of the President for special meetings at any time, provided due notice is given. A monthly meeting may be suspended by a majority vote of the Executive Board. In the event the President is unable or unwilling to act, a special meeting may be called by any six (6) Executive Board Members and/or Officers.

Other General Membership meetings may be called, as needed at the direction of the President when voted by the Executive Board, or at the written request of not less than ten percent (10%) of the members in good standing.
